Step 1: At In the Subject Matrix, user click on "the Reassign" icon Subject 
in the Subject row
Step 2: User select Select your desired Site then click on "Reassign Subject" button
Step 3: Review information again then cklick on "Submit" button to click on Confirm to finish reassigning
